Which AI tools keep your data in the UAE

By Last updated:

Storing data in the UAE and processing it in the UAE are not the same promise. Know which one you are being sold.

AI tools and data residency in the UAE means where your prompts and files are stored and processed, not just where your business is based. OpenAI now offers UAE data residency and processing for ChatGPT Enterprise, and Microsoft is rolling out in-country processing for 365 Copilot. Google Workspace currently has no UAE option, only EU or US.

What does data residency actually mean for an AI tool

Data residency is where your information sits at rest: the data centre your files and chat history are stored on. Data processing, sometimes called inference residency, is where the model actually reads your prompt and generates an answer. A vendor can offer one without the other, so a claim of UAE data residency does not automatically mean a UAE server ever touches your live request.

This distinction matters under the UAE's Personal Data Protection Law (Federal Decree-Law No. 45 of 2021), which is mainly a cross-border transfer rule rather than a blanket order to keep everything on local soil. Transfers abroad are generally allowed once the destination is treated as adequately protective, directly or through standard contractual clauses, so for most ordinary business data a properly worded contract with your AI vendor can satisfy it. It is sector regulators, not this general law, that tend to push harder toward local processing.

Which AI tools currently offer a UAE option

OpenAI has the most complete offering. ChatGPT Enterprise, ChatGPT Edu and the API platform can store data at rest in the UAE, on Microsoft Azure data centres, at no extra cost on Enterprise and Edu plans. OpenAI later added inference residency, which keeps the actual processing on UAE-based GPUs rather than just the storage. That extra step comes with real limits: at launch it worked with GPT-5.2 only, and features like image generation, internal web search and improved memory were unavailable under it.

Microsoft announced in-country data processing for Microsoft 365 Copilot in the UAE in October 2025, built on its own Dubai and Abu Dhabi data centres, aimed at qualified UAE organisations and targeted for early 2026. If your business runs on Copilot, ask your Microsoft account team for the current rollout status rather than assuming it has landed.

Google Workspace is the gap. Google's own update on data regions for Gemini features lets admins pin processing to the EU or the US, down to the organisational unit, but there is no UAE region on offer. If data location is a hard requirement and your team runs on Workspace, that is a real constraint today, not a future one.

Does your business actually need in-country processing

For most general business use, ordinary personal data moving through a well-contracted AI vendor is not automatically a problem under the PDPL. Its core transfer safeguards, such as an adequacy finding or standard contractual clauses, are what you need satisfied, not a UAE-only mandate. The sharper requirements tend to show up where a sector regulator sets its own rule, such as the Central Bank for financial data or a health authority for patient records. Check directly with the regulator that governs your sector rather than assuming a general AI rule applies.

If you are not in a regulated sector, the honest question is usually contractual rather than legal: did a client, insurer or investor put a data location clause in your agreement with them? That clause, not a general AI anxiety, is usually the real reason a business needs inference residency rather than ordinary residency.

What to ask a vendor before you commit to a plan

Ask whether their UAE claim covers storage, processing, or both, in writing. Ask which plan tier it requires: both OpenAI's and Microsoft's UAE options are tied to enterprise-grade plans, not the consumer or entry-level tiers most teams start on. Ask what features get switched off under the residency option, since both OpenAI's inference residency and Google's regional pinning trade away some functionality for the location guarantee. Get the answer from the vendor's own documentation or your account team, not from a sales deck, and keep it with your contract.

The takeaway

If a client contract or a sector rule genuinely requires in-country processing, confirm in writing with your AI vendor that your specific plan includes processing residency, not just storage residency, before you sign.

FAQ

Common questions

Does a UAE business have to store all its data inside the country?

Not as a general rule. The PDPL mainly restricts cross-border transfers unless a lawful safeguard is in place, rather than ordering all data to stay local. In-country storage is more often a real requirement in regulated sectors like finance and healthcare, or because a specific client contract demands it.

Is OpenAI's UAE data residency free to use?

Data residency is included at no extra cost on ChatGPT Enterprise and ChatGPT Edu plans. It is not available on ChatGPT Plus or the free tier, so a team on a personal plan does not get it just by being based in the UAE.

When does Microsoft 365 Copilot start processing data inside the UAE?

Microsoft announced the plan in October 2025, targeting early 2026 for qualified UAE organisations, running on its Dubai and Abu Dhabi data centres. Confirm current availability for your tenant with your Microsoft account team before relying on it.
